Can I fulfill the Catalan requirement for .cat by offering it as a language option? [closed]

I plan to make a portfolio site for someone, and a very ideal name would be ****.cat. I have checked, and it is available.
Now the thing is, .cat requires to be related somehow to Catalan. More specifically:
You can apply for a .cat domain if you want to promote the Catalan cultural and linguistic community or use the Catalan language on the website.
So my idea is: this is a portfolio. It does not require too much text, and most of it is user interface. I could have a "CatalĂ " option in some language selector in the corner, and supposedly it would comply. (I would even detect user-agent preferences and set it to Catalan when appropriate.)
This is seemilgy what has been done by crypto.cat, lol.cat and nyan.cat, and there's even a domain without actually any content (kitty.cat) and one that's barely above that (meow.cat).
So the question is, is this a safe thing to do? Should I take the fact that these people had no issues yet as an indicator that if I do the above, I won't too?
Note: Please do not answer just to suggest .at (****c.at), it was already considered and dismissed.
